Summary of 2-Step Approval Process for RECs

The approval process for an REC consists of two steps:

Step one… The AGLC will conduct an initial assessment to determine whether a proposed expansion meets basic criteria related to market demand consistent with racing operations and the impact on other gaming activities in the community.  A licensee initiates this step by providing the AGLC with a written proposal for the expansion or major relocation of an existing facility.

Step two… The Board of the AGLC will approve the proposed expansion or relocation of a REC if all requirements are met (federal and provincial legislation, regulation, and policies, and municipal requirements, permits, licences or authorizations).

*The Board must consider all objections to a proposed expansion or relocation.  The Board may refuse a proposal should residents object to an expansion or relocation in their community.
