Electronic Raffle Opportunities Bulletin

This bulletin is to advise all licensed charitable organizations and registered gaming suppliers of IMPORTANT AMENDMENTS to the Electronic Raffle Handbook (ERH).

The following ERH policies are effective June 29, 2020.

AGLC is creating new opportunities for licensed charitable organizations that conduct electronic raffles with a total ticket value (TTV) of $100,000 or more, by accommodating:

  • electronic draws using a random number generator (RNG), which were previously limited to raffles with a TTV of $1 million or more; and
  • online ticket sales as a new sales option for bearer ticket raffles. Electronic bearer ticket sales were previously limited to individuals who attend an entertainment event.

These policy amendments align with the Government of Alberta’s red tape reduction initiative by providing charitable organizations that conduct electronic raffles with more flexibility and reducing the restrictions on the use of RNGs and online ticket sales in Alberta.

Please familiarize yourself with the amended policies, update your ERH as required, and ensure all affected staff or volunteers are notified of the new requirements.
