While not exhaustive, AGLC has prepared the Questions & Answers below to answer many of the questions that you or your organization may have related to COVID-19.

Gaming for the general public

When did casinos, racing entertainment centres and bingo halls reopen?
On June 12, 2020, gaming facilities (casinos, racing entertainment centres and bingo halls) were permitted to reopen in Alberta, and VLT operations commenced throughout Alberta.

Are patrons able to play slots, table games, VLTs and bingo?
Yes. AGLC is working with casinos, VLT venues and bingo halls to ensure casino slots, table games, VLTs and electronic bingo devices meet proper physical distancing and sanitizing requirements.

Are patrons able to play table games?
Table games may reopen on September 3, 2020.

Players should maintain two metres distance at all betting seats on table games:

  • Each betting space may be used if a clear barrier large enough to prevent droplet transmission separating the spaces is installed. Satisfactory camera coverage must be maintained. 
  • If a clear barrier is NOT installed at a gaming table that protects both players and dealers, the maximum number of players per table is 2.

Are charities required to conduct casino events now that casino facilities are beginning to reopen? 
Charities are being scheduled for casino events as table games start to reopen. AGLC will confirm charity attendance in advance of the scheduled event dates.

When can charities expect casino events to be re-scheduled?
AGLC will communicate details to charities about casino events as a schedule is developed. To accommodate all charities, it will take AGLC staff some time to reschedule casino events. Casino event inquiries may be directed to Licensing.Casino@aglc.ca.

Who is required to wear personal protective equipment (PPE) in gaming venues?
Patrons will be encouraged to wear non-medical masks on the gaming floor and in other areas of the casino. Staff and volunteers who cannot be protected by two metres of distance or a physical barrier should wear a cloth or surgical mask.

How will gaming venues handle patrons wearing masks?
When a patron wears a facemask within a casino or racing entertainment centre, staff will arrange for camera footage/surveillance to comply with security and self-exclusion requirements. This also applies to VLT locations with more than 15 VLTs for security reasons.

Are there specific hours of operation gaming venue should follow?
Gaming venues have the flexibility to decide if they will re-establish their full operating hours or reduce their hours. Check the venue’s website for their hours of operation.

Are there any restrictions that restaurants and bars need to follow?
Restaurants and bars (including those inside gaming facilities) were able to reopen as part of stage one of Alberta’s relaunch strategy. They will continue to ensure physical distancing rules are followed, provide table service only and not allow seating at the bar. More information on workplace health and safety guidelines see guidance for restaurants, cafes, pubs and bars at Alberta.ca/BizConnect.

It is up to each gaming operator’s discretion to determine the level of food service on the gaming floor. Modified food and beverage services may be offered to assist in managing physical distancing requirements, as directed by the Chief Medical Officer of Health.

What conditions will gaming venues need to meet as part of reopening?
Gaming operators are expected to follow the gaming policies, as well as the direction of the Chief Medical Officer of Health. This includes maintaining enhanced cleaning and health protocols, such as frequent cleaning of premises, providing sanitizer stations and ensuring physical distancing between patrons.

AGLC continues to work with all gaming venues and encourages all owners/operators to plan how they will incorporate the Chief Medical Officer of Health’s direction into their operations. AGLC reminds all gaming operators of their responsibility to adhere to provincial health orders.

How do I make a complaint about a gaming venue that is not adhering to provincial health directives?
While this announcement is encouraging news for many Albertans and businesses, AGLC reminds licensees of their responsibility to adhere to the orders.

Bingo halls

When did bingo halls reopen?
On June 12, 2020, gaming facilities including bingo halls were permitted to open in Alberta.

Do bingo halls determine themselves if they are open for business for stage two?
Bingo halls are allowed to reopen during stage two of Alberta’s relaunch. It will be up to bingo hall association executive and hall managers to determine if they are ready to open and ensure all guidelines have been met.

What do bingo halls need to do before reopening?
Bingo halls are required to: 

  • Adhere to public health guidelines outlined by Alberta’s Chief Medical Officer of Health (CMOH), including:
    • implementing practices to minimize the risk of transmission of infection among attendees;
    • providing procedures for rapid response if an attendee develops symptoms of illness; 
    • ensuring that attendees maintain high levels of sanitation and personal hygiene; and
    • complying, to the extent possible, with the Workplace Guidance for Business Owners, the guidance document for bingo halls, and any other applicable Alberta Health guidance found at: Alberta.ca/BizConnect
  • Align with additional guidance from AGLC as outlined in this Q&A document.

Are patrons able to play e-daubers?
Yes. To ensure proper physical distancing, AGLC will work with each bingo hall to only make 
e-daubers available every two metres (six feet) or separate them by a physical barrier.

For the safety of patrons and staff, the remaining units will be disabled and bingo hall managers will remove all chairs at unavailable devices unless separated by a physical barrier.

Can bingo halls install barriers between e-daubers and have them all enabled?
Yes. Bingo halls can install dividers between e-daubers but they cannot be connected to or impact the integrity of the e-daubers themselves. The costs of these installations will be the responsibility of the bingo hall.

Can bingo halls offer remote participation for bingo events?
Yes. Streaming through YouTube, bingo halls are able to conduct real-time online bingo events. Players are able to pre-order and purchase their bingo cards by phone or in-person and cards will be available for pick up at the hall.

Bingo operators interested in hosting media bingo events should contact AGLC’s Compliance Branch and use the standard rules of play developed between Bingo Alberta and AGLC’s Regulatory Services Division. 

Who is required to wear personal protective equipment (PPE) in bingo halls?
Patrons should be encouraged to wear non-medical masks in the bingo hall. Staff and volunteers who cannot be protected by two metres of distance or physical barrier should wear a cloth or surgical mask.

Will AGLC cover the cost of PPE?
Like all businesses in Alberta, gaming facility operators will be responsible to make their own operational decisions on PPE purchases and any associated costs. AGLC is not in a position to provide advice about what may or may not be required, but compliance with the Chief Medical Officer of Health’s direction is necessary. 

Is there a specific number of events a bingo hall need to offer?
At the discretion of the bingo association, bingo halls have the flexibility to decide if they will 
re-establish their full operating hours or reduce operating hours. If hours of operation, days of operation or the number of events held in a week changes, please notify AGLC by email at Inspections.Mailbox@aglc.ca.

Are there any restrictions on food concessions in bingo halls?
It is up to each bingo hall’s discretion to determine whether to open their food concession. Information on workplace health and safety guidelines can be found at Alberta.ca/BizConnect.

What conditions will bingo halls need to meet as part of stage two?
Bingo halls are expected to follow the gaming policies, as well as the direction of the Chief Medical Officer of Health. Casino and racing entertainment centre operators

When did casinos, racing entertainment centres and bingo halls reopen?
On June 12, 2020, gaming facilities (casinos, racing entertainment centres (RECs), and bingo halls) were permitted to reopen in Alberta, and VLT operations were permitted to resume throughout Alberta.

Do gaming venues determine themselves if they are open for business for stage two?
Gaming venues were authorized to reopen during stage two of Alberta’s relaunch strategy. It is up to gaming operators to determine if they are ready to open and ensure all AGLC guidelines have been met.

What do casino and REC operators need to do before reopening?
Operators are required to:

  • Adhere to public health guidelines outlined by Alberta’s Chief Medical Officer of Health (CMOH), including:
    • implementing practices to minimize the risk of transmission of infection among attendees;
    • providing procedures for rapid response if an attendee develops symptoms of illness; 
    • ensuring that attendees maintain high levels of sanitation and personal hygiene; and
    • complying, to the extent possible, with the Workplace Guidance for Business Owners, the guidance document for casinos and RECs, and any other applicable Alberta Health guidance found at: Alberta.ca/BizConnect
  • Align with additional guidance from AGLC as outlined in this Q&A document.

Are patrons able to play casino slots and VLTs?
Yes. To ensure proper physical distancing, AGLC will work with each casino and racing entertainment centre to make casino slots and VLTs available every two metres (six feet), unless separated by a physical barrier. Working within each floor configuration, the team will aim to strategically make the most popular casino slots and VLTs available.

For the safety of patrons and staff, the remaining units will remain disabled and operators will remove all chairs at unavailable devices unless separated by a physical barrier.

Operators are responsible for cleaning all AGLC owned and leased devices with AGLC approved cleaners.

Are patrons able to play electronic table games (ETGs)?
Yes. Facilities with ETGs (electronic roulette, e-baccarat, e-blackjack, e-craps and e-sic bo) will follow the same physical distancing requirements as casino slots and VLTs. AGLC will work with each facility to ensure available seats are spaced every two metres (six feet), unless separated by a physical barrier. Any facilities without ETGs today should expect to receive at least a single deployment for their property in the near future.

Are patrons able to play table games?
Table games may reopen on September 3, 2020.

Players should maintain two metres distance at all betting seats on table games:

Can I install plexiglass barriers between VLTs and casino slots?
Operators can install dividers between VLTs and casino slots, but they cannot be connected to or impact the integrity of the machines themselves or the bases/spacers and cannot interfere with camera coverage. The costs of these installations will be the responsibility of the casino operator.

Within these areas (and all areas of the casino), gaming operators and their staff are responsible for adhering to provincial health orders as directed by the Chief Medical Officer of Health. Any area where customers or employees line up should be clearly marked in a manner that promotes physical distancing.

Who is required to wear personal protective equipment (PPE) in gaming venues?
Patrons should be encouraged to wear non-medical masks on the gaming floor and in other areas of the casino. Staff and volunteers who cannot be protected by two metres of distance or a physical barrier are to wear a cloth or surgical mask.

All AGLC staff and any third-party vendors that AGLC brings to casinos will be wearing facemasks.  

How should gaming venues handle patrons wearing masks?
When a patron enters a facility wearing a mask, security will immediately arrange for surveillance to obtain full facial coverage of the patron with and without the mask, as well as full body coverage of the patron.

If operators provide masks to patrons at any time while inside the facility, a supervisor or security will arrange for surveillance to obtain full facial coverage of the patron with and without the mask, as well as full body coverage of the patron.

Patrons wearing masks will be required to remove their mask for confirmation of identification when required to provide ID for AML/FINTRAC transactional reporting and/or confirming the patrons identity at tables and all cash/slot cages, as well as when checking for patrons enrolled in the self-exclusion program. 

Will AGLC cover the cost of PPE?
Like all private businesses in Alberta, gaming facility operators will be responsible to make their own operational decisions on PPE purchases and will be responsible for the associated costs. AGLC is not in a position to provide advice about what may or may not be required, but compliance with the Chief Medical Officer of Health’s direction is necessary. 

Are there specific hours of operation my gaming venue should follow?
Operators have the flexibility to decide if they will re-establish their full operating hours (Monday to Sunday, between 10 a.m. and 3 a.m.) or reduce operating hours. As demand and capacity are realized, AGLC can accommodate changes from casino operators to adjust their operating hours with seven days’ notice. Multiple changes to hours is discouraged.

Will casinos have the option to adjust handpays?
For business resumption, AGLC will temporarily adjust all devices in all properties to increase machine payouts; thus, reducing the frequency of interaction between patrons and slot attendants. The handpay values will temporarily be adjusted to:

  • 1 cent to $1 slot machines to be set to $2,500 (current range is from $150 - $2,500);
  • $5  slot machines to be set to $5,000 (current range is from $2500 - $5000);
  • $25 slot machines remain set at $9,999.99 (no change); and
  • ETGs remain set at $5,000 (no change).

This is a temporary measure for the safety of patrons and staff. AGLC will continue to evaluate when it’s appropriate to return handpay values to their previous levels. 

Are there any restrictions that restaurants and bars inside casinos need to follow? 
Restaurants and bars inside casinos were able to reopen as part of stage one. They will continue to ensure physical distancing rules are followed, provide table service only and no seating at the bar. It is up to the operator’s discretion to determine the level of food service on their casino floor. Modified food and beverage services may assist in managing physical distancing requirements, as directed by the Chief Medical Officer of Health.

VLT retailers

When were retailers able to enable VLTs?
On June 12, 2020, VLT operations were permitted to resume throughout Alberta. Retailers may enable their VLTs once their operating plans meet the Chief Medical Officer of Health’s directives.

Do VLT retailers determine themselves if they are open for business for stage two?
VLT retailers can determine if they want to enable their VLTs in stage two. Retailers are to submit an operational plan to AGLC detailing how they plan to meet the Chief Medical Officer of Health’s guidelines. AGLC’s key account coordinators will work with retailers to arrange for the VLTs to be enabled.

What do VLT retailers need to do before reopening?
Retailers are required to:

  • Adhere to public health guidelines outlined by Alberta’s Chief Medical Officer of Health (CMOH), including:

    • providing procedures for rapid response if an attendee develops symptoms of illness;

Yes. Working within each floor configuration, the team will aim to strategically make the most popular VLTs available where possible.

For the safety of patrons and staff, the remaining units will remain disabled. VLT retailers are asked to remove all chairs at unavailable devices to meet physical distance requirements, unless separated by a physical barrier.

Can retailers install barriers between VLTs and have them all enabled?
Retailers can install dividers between VLTs, but they cannot be connected to or impact the integrity of the VLTs themselves or the bases/spacers and cannot obstruct the view of the front of the VLTs by the staff or cameras.  The costs of these installations will be the responsibility of the VLT retailer.

For locations with 15 or more VLTs, please contact AGLC’s Investigations Branch at Investigators.Mailbox@aglc.ca to confirm any planned barrier installations will not interfere with camera coverage. 

Can retailers move VLTs to meet physical distance requirements?
AGLC is required to move any equipment, such as VLTs. AGLC will do its best to accommodate retailer requests to move VLTs two metres (six feet) apart. AGLC’s timing is based on resource availability. Retailers can contact their respective key account coordinator for more information.

Who is required to wear personal protective equipment (PPE) in VLT locations?
Patrons should be encouraged to wear non-medical masks in the VLT area and in other areas of the restaurant or bar. Staff who cannot be protected by two metres of distance or physical barrier should wear a cloth or surgical mask.

Will AGLC cover the cost of PPE?
Like all private businesses in Alberta, VLT retailers will be responsible to make their own operational decisions on PPE purchases and will be responsible for the associated costs. Venues that contravene the direction of the Chief Medical Officer of Health risk immediate suspension of their licence.

Gaming venues were authorized to reopen during stage two of Alberta’s relaunch strategy. It is up to gaming operators to determine if they are ready to open and ensure all AGLC guidelines have been met.

Are charities required to attend casino events now that gaming venues are reopened?
Charities are being scheduled for casino events as table games reopen. AGLC will confirm charity attendance in advance of their scheduled event dates.

Charities not wanting to work a scheduled casino event at this time can request to be slotted in to a future quarter. 

What changes are being made to volunteer requirements for casino events?
Temporary changes have been approved to reduce the total number of volunteers required for an event; some positions will be combined. AGLC will be confirming charity attendance in advance of their scheduled dates to ensure they are able to attend their allotted event.

What advice is there if our group conducts a casino event?

  • Follow Alberta’s Chief Medical Officer of Health’s direction. If any of your casino volunteers are not feeling well, those individuals should not work the casino event.
  • Follow hygiene practices such as washing your hands frequently with soap and water or using hand sanitizer where soap and water is unavailable.
  • Cover your coughs and sneezes.
  • Avoid touching your eyes, nose and mouth.
  • Avoid close contact with people who are sick.
  • Stay home and away from others if you are sick.
  • If you have symptoms, stay home and call Health Link 811 for instructions.

What if our group wants to withdraw from our casino event?
If you choose to withdraw from a casino event, notify AGLC Casino Licensing immediately at Licensing.Casino@aglc.ca or 1-855-506-1066, extension 7. AGLC will add your organization to the waiting list.

If our group withdraws from its casino event, will our group receive a share of the pool payout?
Groups that withdraw from scheduled casino events will not receive a share of the pool payout.

If our group withdraws, what is our commitment to our contracted casino advisor?
A group that withdraws from its casino event may not use charitable gaming proceeds to pay advisors. The contract with advisors is between the group and the advisor.

When can charities expect casino events to be re-scheduled?
AGLC will communicate details to charities about casino events as a schedule is developed. To accommodate all charities, it will take AGLC staff some time to reschedule casino events. Casino event inquiries may be directed to Licensing.Casino@aglc.ca.

Proceeds from events prior to October 1, 2020, will be included as part of the charity pool proceeds for the next quarter (October to December 2020). There will be one pooling period from September 3 through to December 31, 2020.

Who is required to wear personal protective equipment (PPE) in gaming venues?
Patrons will be encouraged to wear non-medical masks on the gaming floor and in other areas of the casino. Staff and volunteers who cannot be protected by two metres of distance or a physical barrier are to wear a cloth or surgical mask. Contact your casino operator or bingo hall with any questions regarding PPE. 

Are there specific hours of operation my casino facility should follow?
Operators have the flexibility to decide if they will re-establish their full operating hours (Monday to Sunday, between 10 a.m. and 3 a.m.) or reduce operating hours. It is the responsibility of casino operators to inform charities and advisors of operating hours.

What conditions will gaming venues need to meet as part of stage two?
Gaming operators are expected to follow the gaming policies, as well as the direction of the Chief Medical Officer of Health. This includes maintaining enhanced cleaning and health protocols, such as frequent cleaning of premises, providing sanitizer stations and ensuring physical distancing between patrons.

AGLC continues to work with all gaming venues and encourages all owners/operators to plan how they will incorporate the Chief Medical Officer of Health’s direction into their operations. AGLC reminds all gaming operators of their responsibility to adhere to provincial health orders.

Charitable organizations: Use of proceeds

How are charitable gaming proceeds eligible to be used? 
Charitable proceeds are intended for eligible charitable purposes. AGLC works directly with charitable groups to support charitable program delivery. The Charitable Gaming Policies Handbook includes a wide range of eligible purposes for use in direct charitable program delivery, such as equipment, donations, emergencies, travel, wages, etc.

Are there any changes to how charitable gaming proceeds may be used during the COVID-19 crisis?
AGLC recognizes that charitable groups may need expanded use of proceeds temporarily in order to maintain key charitable programs while addressing impacts of the crisis. The following uses are eligible without the requirement for prior approval normally required for these requests: 

  • Facility: groups that normally use a maximum 50 per cent use from gaming proceeds may use 100 per cent for operating expenses.
  • Wages/Salaries: groups may use gaming proceeds for any positions that provide charitable or administrative services, even if the group is not able to carry out normal operations during the crisis.
  • Charities may use gaming proceeds to supply personal protective equipment (PPE) to their members for gaming events; however, prior to purchasing PPE, charities should contact their respective bingo or casino facility to determine what equipment may be made available to them.
  • Emergency Assistance: groups may use gaming proceeds to assist members or individuals who are facing serious circumstances. 
  • Donations: groups may use gaming proceeds for donations to other licensed groups or non-licensed groups to assist with charitable purposes. If the donation is made outside Alberta or Canada, AGLC staff are available to provide prior approval upon submission of either the Request to Donate Proceeds Outside Alberta, within Canada or the Request to Donate Proceeds Outside Canada forms, along with the Statutory Declaration and Recipient Agreement forms. 
  • Canadian Red Cross: groups may use gaming proceeds for emergency purposes relating to COVID-19 anywhere in the world if the proceeds are provided directly to the Canadian Red Cross.
  • Aid of the Distressed: groups may use gaming proceeds for programs and services that address issues of social concern such as poverty, mental or physical illness, or disability. 
  • Case by case: upon request, gaming proceeds may be considered for other uses not included above. Charitable organizations: Raffles

Can our group cancel its raffle or extend the draw date(s)?
A group may cancel its raffle or extend its draw date by completing the Raffle Amendments Draw Date Extension Request or Changes form and submitting it to AGLC at Gaming.Licensing@aglc.ca

Can we conduct the draw if there are no members of the public available to witness the draw?
Yes.  If members of the public are unavailable to attend a draw, or if the draw cannot be conducted in a public space, groups may still conduct the draw(s) with these requirements: video and voice record the draw (using a cell phone is acceptable), and document the names and contact information of the individuals present. Prior approval is not required.    

Can our group have an online raffle?
Only eligible organizations currently registered with AGLC may obtain a raffle licence. The ability to conduct a raffle licence online is dependent on the approved total ticket value of the raffle licence. More information can be found here.
