Policy Amendments – KENO Charity Commissions

February 2, 2021

This bulletin is to advise all bingo facility licensees, registered gaming workers, and bingo stakeholders of IMPORTANT AMENDMENTS to the Commercial Bingo Handbook (CBH).

  • In keeping with the Government of Alberta red tape reduction initiatives, please note the following policy changes:
    • In alignment with AGLC’s bingo transition, changes are being made to how licensed charities will receive payments for KENO charity commissions as funds for the semi-annual payment are no longer being directed through the General Revenue Fund (GRF).
    • Licensed charitable organizations that conduct bingo events in licensed facilities offering KENO will continue to receive a five per cent commission of gross KENO sales and will also receive a semi-annual KENO charity commission instead of a semi-annual appropriation through the GRF.
    • Through a phased out approach, supported by industry, charities that continue to conduct bingo events at facilities that offer KENO will still be eligible for their semi-annual appropriations up until March 31, 2024. Facility licensees will be sent further details on the phase out process.
    • The amended policy aligns with changes to the financial processes for KENO payments to charities.

Please familiarize yourself with the amended policies, update your CBH as required, and ensure all affected staff are notified of the new requirements. The amended CBH may be accessed on AGLC’s website at aglc.ca.

If you have any questions or concerns, please contact AGLC at CharitableProceeds-DL@aglc.ca.
